1、网络谣言对民众生产生活带来严重干扰。
目前的移动信息技术迅速发展，我国通过手机上网的人数急剧增加，目前手机网络用户已达4.5亿人，通过手机上微博、微信的用户分别达4亿人、3亿人，几乎每一个人均可通过移动网络而成为信息的接受者、发布者。
这些网民的众多声音、意见建议成为一个十分复杂的舆论场。在这样的背景下，原有的网络生态已经被完全打破，我们之前习惯用现实社会、虚拟社会区分现实与网络，将网络作为虚拟社会。
但是，随着网络技术的进一步发展，现实社会和虚拟社会之间的差异性已经逐步被打破，在当前网络技术更为发达的状态下，网络事件引发现实社会中的实体事件，网络中的一个不负责任的谣言，非常容易成为社会恐慌的爆发点，对民众生产生活带来严重的负面影响。
2、网络谣言不断摧毁社会信任体系。
网络谣言偏好于社会上的负面信息，所谓“好事不出门、坏事传千里”，负面信息更加容易引起网民的关注，瞬间被大量转载，对事情的真相进行瓦解。
所以，往往发生这样的事情，网络谣言通常被社会公众误认为就是事情的真相而被广泛传播，后来即便政府或者相关机构、个人出来澄清，但澄清之后的事实无法引起人们的普遍关注，许多民众的头脑中始终记忆的是“谣言”而非事实的真相。
网络谣言通过瓦解事实真相的方式，对社会信任体系产生摧毁性的巨大负面作用，一些社会的阴暗面被无限制地放大、扩散，从而不断导致矛盾的激化，甚至无中生有进行恶意的攻击，对社会和谐稳定产生极大的威胁，让民众对政府和社会丧失信心。
3、网络谣言严重损害政府形象。
一个网络谣言一旦传出，大部分网民甚至新闻媒介人士都还没有形成对信息来源进行核实的意识和习惯，在没有确凿的证据证明网络信息真实性的状况下就会相信网络谣言，并且将这些网络谣言作为判断事实和对相关事物进行批评的依据，甚至还有媒体记者将网络谣言作为撰写评论的“论据”。
网民在网络上发布的信息不需要像传统媒体一样进行严格的审核把关，导致网络上的信息真假难辨，无法真实而全面地反映事件的全貌，政府形象受到极大损害。
网络谣言也并非空穴来风，其可能有着一定的诱发事件，但更多的是由于人们有组织和预谋地进行的，其背后深层次的原因就是网络谣言信息的产业化。
